Job Summary:
This position independently performs assigned Forest Engineering work in the field and office, designing forest transportation and harvesting systems; and administration of construction/maintenance contracts for the Coast District of the Olympic Region. Responsibilities include communication and coordination with District and Region Staff to provide engineering support and expertise in timber sale design, road layout, road maintenance and abandonment; Public Works projects; and preparation of road plans for Timber Sales. The primary focus for the position is to provide engineering support for the State Timber Sales Program and State Lands engineering needs within the District.

Olympic Region is actively seeking a Forest or Civil Engineer for the Coast District. The duty station is in Forks, Washington on the Olympic Peninsula. The varied terrain and high rainfall in Olympic Region provide for many engineering challenges in forest road layout and maintenance.  The successful candidate will be in charge of developing road plans for the Coast District Timber Sale Program, which will include evaluating existing roads and structures, locating new road locations, and designing new stream crossing structures.  Qualifying experience for the Professional Engineer License may be signed off on for engineers with the Engineering in Training certification. The position is based in Forks, and covers the Coast District, from Lake Crescent, along the Straits, and down the coast to Grays Harbor. The community of Forks is small but vibrant.  Port Angeles is only an hour away.  Fishing, hunting, hiking, the mountains and the coast are in the back yard.

Qualifications: 

The Civil Engineer 1 (In-Training) candidate has: 
Required:
  • Bachelors or Advanced Degree in Forest or Civil Engineering or related field.
  • Strong written and verbal communication skills.
  • Training plan completion required for advancement to CE 2 grade

Civil Engineer 2 candidate has: 
Required: 
  • All requirements associated with the above Engineering 1 position.
  • Knowledge of theory, policy, principles and practices of the forest engineering profession as applied to Northwestern United States (i.e. fundamentals of: markets and economics, sales layout, logging methods, road engineering, water quality, watershed management, fish passage design.
  • Knowledge of current forest practices rules, forestry laws and practices.
  • Knowledge of logging and forest road construction equipment and use.
  • Experience with timber sales road plan preparation and administration.
  • Facilitation and negotiation skills.
  • Experience with current forest practice rules plans and associated agency policies and WAC's.
  • Experience with timber sales road plan preparation and administration. 
  • Ability to work on uneven terrain in all weather conditions.
  • The incumbent in this position is required to travel.
  • Must have three years of driving experience. This position requires driving as an essential function.  Employees who drive for state business, whether in a state or privately-owned vehicle, are required to possess a valid license as defined in policy PO02-006 and abide by all other driver responsibility requirements. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years. 
Desired: 
  • Experience with forest engineering objectives and timber harvest planning.
  • Ability to use GIS software to create maps and manage data.
  • Knowledge of road design and drafting software such as RoadEng and AutoCad.
  • Ability to navigate in the field using maps, compass, ad orthophotos.
  • Ability to write professional correspondence and technical documents.
  • Familiarity with current software used in word processing, spreadsheets and forestry applications.
  • Well-developed written and verbal communication skills. 
This may be filled as an in-training. The training plan is up to 12 months.  If you complete all elements of the training steps in a shorter amount of time, we may waive the remainder of the time required. Candidates will be considered as Civil Engineer 1 or Civil Engineer 2, depending on qualifications.
